Typically the heaters you mentioned were used in sleighs and carts during the winter, and yes for your feet. Most are in poor shape from not being cleaned of the caol inside the furnace section and or the carpet or textile on the outside is worn. If the fabric is still in good shape I do not recommend restortion. Furnace boxes can be made of suitable steel. Yours probably has a patent date on it that will give you the approximate vintage. These heaters arre becoming hard to find. If it came with a antique buggy you acquired, it may be orginal to the buggy.
